I think failure to comply means they haven’t registered as a sex offender with a local law enforcement agency.
It’s funny, but then again it’s not. This is the way I’ve had it explained to me.
A perp who does straight time gets out of prison and are given money for a bus ticket home. Since they were so well reformed in prison, they are entrusted to see that they are registered and living at the address they told the prison they’d be going to. They are suppose to go ‘home’ where they said they’d go and then waltz into the nearest law enforcement agency and say “Hi, I’m a sex offender and need to register.” and all on their own.
Those getting out on parole have to report to the P. O. Sure, there are those that don’t and they are still living loose and large, unless or until they are caught. Otherwise, they report like good people to their P. O. who makes sure they do as they are supposed to.
Then there are those that were convicted long, long before the registeration law went into effect,in 1996 I think, who had done their time, paid their dues, that were grandfathered in who were suppose to get registered. Yeah, right, can you image ‘Dude’, after 20 years of clean living after say, a rape charge in his young adult years, must have registered in 1996 as a s. o. For this reason, there are many out there who aren’t registered. Some we must worry about, some not.
The law needs somes alteration, seriously.
The sex offenders that are supposedly grandfathered in aren’t really. Even though they don’t have to register, you still can find out if they are a sex offender. Even if they were convicted before 1996, they still have to register. I know, I keep tabs on one because I sent him to prison and made sure I voiced what I thought for 15 years. What most victims don’t know is to help keep these guys off of the streets, they need to sign up with the Victim Rights Group. Every time that person comes up for parole, they get a letter from the Victim Rights Group. Then turn over to the backside of that letter and say what they feel and why this person shouldn’t get out. Mail it back. The Victim Rights Group in return goes to the parole hearing to be a voice for the victim. It is a GREAT program and it WORKS!!!!! If the victims would do this, then most of the sex offenders would do their entire time. I am proof of that! If the child is a minor, then the guardian can be that voice and write that letter. If the victim shows up to the court hearing (or the family) the DA should have told them about this program. If not, then everyone needs to spread the word about this program. This can be our way of help cleaning up the street also, by keeping these people in prison for their entire sentence. This is part of the problem with repeat sex offenders, they don’t do their entir sentence and THINK they can get away with it the next time.

I once had a car broken into by Jesse Keith Dodd. They told me at the time of his arrest he had a prior conviction of theft of a habitation.

When the last Wacoan is arrested and sent to prison for violating the thousands of laws on the books…who will be left to turn out the lights?
Only predators in all it’s criminal forms deserve to go to prison and they should have to stay there…all others should only have to pay a fine.
Grand Jurors should have their names published in the paper. This should not be done in secret.

I give the law enforcement in Waco,Tx credit. I think they do a great service. Lets help them keep Waco clean.
